December was our biggest permit month since the fire! Jumping from 60 permits each in the last two months, 102 is a huge step in the right direction. Thank you lord, some good news.
After seeing July and August both have just shy of 80 permits, we thought the curve was going to continue up, but it didn’t unfortunately. Which makes it all the sweeter to see us crack 100 permits to finish the year in December.
We continue to predict a sharp uptick in permit issuance relative the increase in permit applications. We remain optimistic that the hockey stick curve is just around the corner.

Eligible v Ineligible
We found 15% of the issued permits to be for “Ineligible” projects, which means the home plans exceed 110% or there’s a new owner.
We’ve seen an slight increase in ineligible projects over last 8 months or so, which makes sense folks needing new plans needed more time, and the influx of land buyers ready to immediately build.
Permit Applications
We had 180 building permit applications submitted in December. We saw 116 in November and 127 in October. Another great sign.
Looking back at 2025, we had 476 total new home permits issued. (For those recently joining Pali Builds, we only count new homes. 476 represents the number of new single family homes approved to be built.
Prefab Homes
Of all the permitted projects in December, only 1 is a prefab home. We’ve seen only a handful of prefab projects over the last few months. Unknown whether or not we’ll see an upward trend.
Project Valuations Driving Permitting Fees
In terms of the project valuations on permits, the average is $262/sq ft. This stated dollar amount drives the permitting fees from the city. This means that if one were to quantify the permitting revenue (shameless) the city may or may not forgo, they would use this number multiplied by sq footage.

Are those all actual home building permits or are some of those for just
building a wall or something other?
Also, 104 permitting days is WORKING days. So, add on Saturday, Sunday,
and holidays. Essentially, add another 33 days or so. Call it 137 days.
Homes only. Incorrect re days. Our numbers are total days.
Those are just actual home builds. Not ADU’s, grading permits, walls, pools, etc. The number of days is calendar days, not business days.
