The reason everything is taking so long is because the community will not commit to doing a comprehensive strategic master analysis and plan for redevelopment.
Everything is a knee jerk reaction from self appointed authorities who have little or no fluency in the complexity of the situation- and blame everyone else!
Your choices miss the point-
Cost. Pure and simple. $$$ However, in the case of Tahitian Terrace, the owners have not committed to rebuilding so rebuilding of the homes cannot begin. We (homeowners) want to come Home to TT and hope the owners see the value in bringing life back to TT.
