November Permit Report

 

Permit data for November has been released, and Pali Builds has completed its review and analysis. It’s flat. No surprise. Insurance companies continue to win the payout war. Big Insurance vs Grandma. How shocking!!

Overall Trends

In November, 61 rebuild permits were issued, with an average processing time of 93 days from submittal to issuance. This marks a continued decline after earlier months peaked at around 79 permits per month in September, and now down to 61 in November. That’s a 25% drop in permits issued. In terms of the amount of days it takes to process, it has gone up from 82 to 99.

Eligible vs. Ineligible Rebuilds

 

Pali Builds has begun tracking ineligible rebuilds — those exceeding 110% of the previous home’s footprint. Of the 61 permits issued in November, 11 were ineligable, that’s 18%! This is a huge jump.

 

This jump from 6% to 18% reflects either a new wave of newly designed homes, OR, new owners getting permits.

 

In October, of the 59 permits issued in October, only 4 were for ineligible homes, so about 6%.

 

Permit Revenues

Something to note, our illustrious city council has used various wrong dollar amounts to speculate on the total revenue from rebuilds. In November, the average permit project valuations was $197 per foot.

Permitting fees are a function of the project valuations. Permit applicant’s recognize this and smartly input low numbers. Therefore, lost revenue models should use $197 or similar, not some speculative build cost number.

The city council needs to recognize that not only are they monsters for even debating fee waivers, but they’re also idiots. (Not you Traci Park, we love you).

  1. Insurance is indeed a huge factor and hindering rebuilds. Also, people wondering what future fire insurance will cost. Can they afford it? Many seniors think they cannot afford to rebuild and afford increased insurance rates on top of that
