Pali Builds has reviewed the most recent permit data released by the City of Los Angeles Department of Building & Safety (LADBS). Below is a summary of key trends, issuance activity, and neighborhood breakdowns for February.


Applications Submitted

A total of 84 applications were submitted in February.

This represents a continued moderation in volume compared to prior months, following the elevated activity seen at the end of 2025. While lower than recent peaks, application levels remain consistent with a steady rebuild pipeline moving forward.


Permits Issued

A total of 93 permits were issued (pulled) in February.

This marks another strong month of issuance, with permits issued exceeding new applications, indicating continued clearing of backlog and forward progress in the pipeline.


Special Permit Observations

The February data indicates:

  • 2 permits labeled as ineligible under EO1
  • 1 factory-built (modular) home permit

The drop in EO1 ineligible permits from January suggests improved clarity and alignment on eligibility criteria.

  • The top three areas (Alphabet, Via, and El Medio) represent approximately 65% of all permits, reinforcing that activity remains concentrated in core rebuild zones.
  • El Medio saw a notable increase in activity compared to prior months.
  • Broader distribution across neighborhoods suggests expanding momentum beyond initial hotspots.

Overall Assessment

February continues to show strong forward progress in permit issuance, with output exceeding new applications for the second consecutive period.

While application volume has stabilized, the consistent pace of issued permits indicates:

  • Ongoing movement through previously submitted projects
  • Improved throughput within LADBS
  • Continued advancement of rebuild efforts across key neighborhoods

As in prior months, timelines are still influenced by factors outside of LADBS review, including insurance, financing, and homeowner readiness.

    1. Our permit numbers are based on new home fire rebuilds. The numbers the Mayor’s office puts out include all permits. It could be anything from demolition, grading, pool plaster, etc. We do a deep dive into the info and pull out only the permits that are for actual single-family home rebuilds.

  1. Maybe after a few more months you could try to track the Certificates of
    Occupancy. This would show how long it takes from Permit to Move in. I
    know I\’d like to know. I have a neighbor whose rebuild is complete but
    LADWP hasn\’t installed the meter and energized it with final power for a
    move in. Frustrating for my neighbor.
