The City of Los Angeles issued 99 building permits for Palisades rebuilds during the month, while 111 new applicationsfor single-family homes were submitted. Although permit activity remains steady, the number of new applications continues to exceed the number of permits issued, indicating that the overall pipeline of projects remains full.
In addition, 2 Certificates of Occupancy (CofOs) were issued during June, representing homes that completed construction and received approval for occupancy.
One notable permit this month was issued for 855 Via de la Paz, which includes a commercial space with three apartment units located behind it. While most permits continue to be for single-family residences, commercial and mixed-use projects are also beginning to move through the rebuilding process.
Permit Activity by Neighborhood
The 99 permits issued were distributed as follows:
- Alphabets: 28
- Via Bluffs: 22
- Marquez Knolls: 20
- Huntington: 11
- El Medio: 8
- Highlands: 7
- Las Casas: 2
- Castellammare: 1
The Alphabets, Via Bluffs, and Marquez Knolls accounted for approximately 70% of all permits issued this month.
Permit Timelines
The average permit issuance time increased to 141 days. However, averages can be misleading because projects vary significantly in complexity.
Some permits continue to be issued very quickly, with the fastest this month taking 23 days from application to permit issuance. At the other end of the spectrum, projects involving hillside conditions, Coastal Commission review, grading, or other site-specific constraints can take substantially longer.
The permitting timeline is influenced by several factors, including property conditions, jurisdictional requirements, and the responsiveness of the homeowner’s design team. Architects, structural engineers, civil engineers, surveyors, and other consultants all play an important role in how efficiently a project moves through plan check. Prompt responses to correction notices and complete, coordinated plan submissions continue to be among the biggest factors in reducing permit review time.
While not every project can be completed on an accelerated schedule, the City’s data demonstrates that permits can be issued in less than 30 days when applications are complete and plan check comments are addressed quickly.
Certificates of Occupancy
The issuance of 2 Certificates of Occupancy during June provides another measure of rebuilding progress. While permits indicate projects entering construction, Certificates of Occupancy represent homes that have completed the construction process and received final approval for occupancy.
As additional projects move from permitting into construction, tracking Certificates of Occupancy will become an increasingly useful indicator of rebuilding progress throughout the community.
